The General Office of the CPC Central Committee has issued the "Opinions on Strengthening Party Building among Retired Cadres in the New Era."

  Recently, the General Office of the CPC Central Committee issued the "Opinions on Strengthening Party Building among Retired Cadres in the New Era" (hereinafter referred to as the "Opinions"), and sent out a notice requiring all regions and departments to conscientiously implement these Opinions in light of their actual conditions.

 

  The "Opinions" emphasize that retired and retiring cadres are a valuable asset of the Party and the country, and an important force in advancing the great cause of socialism with Chinese characteristics for a new era. Work related to veteran cadres holds a particularly important position in the work of our Party and represents a distinctive feature of the Communist Party of China’s Party building. Strengthening Party building among retired and retiring cadres in the new era is of great significance for implementing the strategic policy of comprehensively enforcing strict Party governance, deepening the advancement of the new great project of Party building in the new era, and better uniting and rallying the vast number of retired and retiring cadres around the Party Central Committee with Comrade Xi Jinping at its core—reminding them of their original aspirations and keeping their mission firmly in mind—and enabling them to actively contribute their wisdom and strength toward achieving the Second Centenary Goal and realizing the Chinese Dream of the great rejuvenation of the Chinese nation.

 

  The "Opinions" point out that we must strengthen political guidance, organize and guide retired and retiring Party members to deeply study the Party’s innovative theories for the new era, consciously put into practice Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, profoundly grasp the decisive significance of the “Two Establishments,” enhance the “Four Consciousnesses,” firmly uphold the “Four Confidences,” and ensure that retired and retiring Party members continue to listen to the Party and follow the Party. We must reinforce organizational functions, expand organizational coverage, and strictly enforce organizational life. Guided by the criteria of “well-organized structures, strong leadership teams, excellent Party member ranks, vibrant learning activities, effective role performance, and sound institutional practices,” we should launch activities to establish model Party branches, further uniting and rallying retired and retiring Party members. We must strengthen management and supervision, intensify daily management, and require retired and retiring Party members—especially those who have held leading positions—to strictly abide by relevant discipline and rules, thereby further enhancing their sense of Party membership and awareness of Party discipline. We must strengthen incentives and care, step up publicity and recognition efforts, and provide high-quality services. Fully leveraging the political, experiential, and prestige advantages of retired and retiring Party members, we should organize and guide them to make new contributions to the cause of the Party and the country in areas such as upholding the Party’s overall leadership, promoting the great spirit of Party building, telling compelling stories about the Party’s century-long struggle and historical experiences, driving high-quality development, strengthening grassroots governance, practicing socialist core values, and actively participating in work aimed at caring for the next generation.

 

  The "Opinions" emphasize the need to strengthen organizational leadership, implement work responsibilities, build a robust workforce, improve basic support mechanisms, and actively explore innovation—providing strong guarantees for solidly carrying out Party building among retired cadres. It stresses that Party committees (Party groups) at all levels must earnestly fulfill their primary responsibility for Party building among retired cadres; Party committee (Party group) secretaries must assume the role of the first person responsible. We should establish and refine effective operational mechanisms and funding保障 mechanisms for Party building among retired cadres, adequately equip and strengthen the workforce, and promote the informatization, precision, and standardization of Party building among retired cadres. By continuously enhancing the timeliness, pertinence, and effectiveness of Party building among retired cadres, we can use Party building as a guiding force to drive high-quality development of retired cadre work in the new era.
