The 4th Congress of the Chinese Young Pioneers in Zhuanghe City was held.

On July 27, the 4th Congress of the Chinese Young Pioneers in Zhuanghe City was held at the Art Center of Zhuanghe High School. More than 200 delegates—including official representatives from primary and secondary schools across the city, relevant municipal agencies, and social organizations, as well as school principals serving as non-voting attendees—gathered to review the pioneering journey of the Young Pioneers in our city and outline a new blueprint for their future development. Qu Yang, Deputy Secretary of the Dalian Municipal Committee of the Communist Youth League, and Wang Qing, Deputy Secretary of the Municipal Party Committee, attended the opening ceremony and delivered speeches. Also in attendance at the opening ceremony were municipal leaders Shen Tieyan, Kou Nan, and Tian Wenjiang.


Amid the solemn sound of the national anthem, the 4th Congress of the Chinese Young Pioneers in Zhuanghe City officially opened. At the opening ceremony, Young Pioneer representatives presented the team flag and delivered a speech to the congress, and individual and collective recipients of the “Red Scarf Medal” were honored.


At the opening ceremony, Wang Qing encouraged all Young Pioneers across the city to remain steadfast in their ideals and convictions, keep in mind the instructions of General Secretary Xi Jinping, carry forward the glorious traditions of the Red Scarf, and deeply cultivate their love for the Party, their country, and their hometown. He urged them to study diligently, forge strong character, and build robust physiques, using concrete actions to ensure that the red gene and the revolutionary flame are passed down from generation to generation. He called on them to strive to become outstanding young people of the new era—possessing solid skills, upholding moral integrity, and demonstrating confidence and responsibility—and to work hard to become reliable successors who can shoulder the great mission of national rejuvenation and drive the high-quality development of Zhuanghe.


Wang Qing emphasized that youth league organizations, Communist Youth League organizations, and counselors for the Young Pioneers—as well as workers dedicated to children and teenagers—at all levels throughout the city must focus on their primary responsibilities, conscientiously fulfill their duties, and carefully cultivate their “fields of responsibility,” ensuring that the Young Pioneers’ cause continues to brim with fresh vitality and dynamism. Party organizations at all levels throughout the city must effectively implement the system of Party building leading youth league and Young Pioneers development, providing children and teenagers with a safe, healthy, and harmonious growing environment and constantly opening up new horizons in Young Pioneers work. Schools, families, and society as a whole must closely collaborate to create a positive atmosphere and powerful synergy characterized by care, affection, and assistance for children and teenagers.


The meeting heard and approved the work report titled “Hold High the Team Flag and Follow the Party; With Children’s Hearts Pursuing a New Journey—Always Ready to Strive for High-Quality Development of Zhuanghe,” delivered by Zhao Xiangdong, Secretary of the Municipal Committee of the Youth League, on behalf of the 3rd Working Committee of the Chinese Young Pioneers in Zhuanghe City. The meeting also elected the members of the 4th Working Committee of the Chinese Young Pioneers in Zhuanghe City.


At the first plenary meeting of the 4th Working Committee of the Chinese Young Pioneers in Zhuanghe City, held subsequently, Wang Qing, Deputy Secretary of the Municipal Party Committee, was appointed as the Honorary Director of the 4th Zhuanghe City Young Pioneers Working Committee. Zhao Xiangdong and Liu Guiyuan were elected as the new directors of the committee. The plenary meeting also elected the members of the new Standing Committee of the Young Pioneers Working Committee, including the Executive Deputy Director, Deputy Directors, Part-time Deputy Directors, and Concurrent Deputy Directors.
