On July 25, Zhuanghe City held a meeting on the investigation of non-local workers engaged in fishery aquaculture and on safety production in fishery aquaculture areas. The meeting heard reports on related work, made arrangements for the investigation of non-local fishery aquaculture workers, and discussed the management of fishing ports and natural harbors as well as safety production efforts. Sun Gongli, Deputy Secretary of the Municipal Party Committee and Mayor, attended the meeting and delivered a speech. Meeting requirements:
All departments and units must earnestly raise their political awareness. Local authorities should firmly assume their responsibility for local management, while functional departments should diligently fulfill their regulatory duties. We must ensure that township-level authorities “sound the whistle,” and departmental units “report for duty,” thereby fully implementing the responsibilities of all four parties. We must rigorously carry out the four key tasks: inspecting practitioners, inspecting housing, checking for illegal and non-compliant activities, and identifying potential risks and vulnerabilities. We should also refine measures for epidemic prevention and control at sea and for safe production in the fisheries industry, ensuring that no vessel is overlooked and no individual is left behind. We must properly register and file migrant workers engaged in fishery aquaculture, establishing a dedicated file for each group, setting up village-level records, and centralizing them at the township level.
The meeting emphasized:
We must firmly establish the safety philosophy of “people first, life foremost,” strengthen organizational leadership over fisheries safety production, carefully plan and implement management measures for safe operations of fishing vessels, resolutely eliminate all kinds of potential hazards, and prevent and reduce the occurrence of fisheries safety accidents.
We must adopt a coordinated approach and pool our efforts to strengthen the management of “three-no” fishing vessels.
It is essential to establish and improve working mechanisms, strengthen source control, enhance warning and education efforts, step up training initiatives, and comprehensively reinforce the daily safety management of fishing vessels in towns and villages, firmly safeguarding the bottom line for safe fisheries production. The fisheries administration authorities must intensify supervision at sea and in fishing port terminals, and strengthen routine law enforcement inspections.
We must strengthen publicity and education to enhance fishermen’s safety awareness and ensure that the warning bell rings constantly.
We must closely coordinate and strengthen our collaborative efforts, organize joint law enforcement operations, intensify patrols and surveillance of fishery waters throughout the city, crack down on all kinds of illegal and non-compliant fishing activities, and safeguard the order of fishery production as well as stability in fishing areas.
