On December 16, 2021, led by the Provincial Port Office and in collaboration with the Dalian Municipal People's Government Port Office, Dalian Customs, Liaoning Maritime Bureau, and the Liaoning Entry-Exit Frontier Inspection General Station, an acceptance team was formed to conduct the commissioning and acceptance inspection of the newly constructed berths within the open port area of Zhuanghe Port. The team approved the successful completion of the acceptance inspection for three newly built berths and submitted the approval to the provincial government. Sun Gongli, Deputy Secretary of the Zhuanghe Municipal Party Committee and Acting Mayor, Su Changzhong, a member of the Municipal Party Committee and Vice Mayor, along with representatives from relevant inspection agencies, attended the meeting.
Within the open port area of Zhuanghe Port, the newly constructed berths—berths 202 to 204—are being applied for opening to foreign vessels. The total length of these berths is 478 meters. Berths 202 and 203 are multipurpose berths with a capacity of 10,000 tons each, while berth 204 is a general-purpose berth also with a capacity of 10,000 tons. These berths form part of the second-phase project of Zhuanghe Port (berths 201 to 206). Construction of the second-phase project of Zhuanghe Port commenced in 2012 and officially began operations in 2017. The port primarily handles general cargo, bulk cargo, and roll-on/roll-off transportation, and it provides integrated services including port-side industrial support, logistics services, loading and unloading, warehousing, transportation organization, land-island transportation, and near-ocean roll-on/roll-off operations.
On that day, the acceptance team conducted an in-depth on-site inspection of the Zhuanghe Port, examining firsthand the on-site inspection facilities, on-site duty buildings, and related supporting infrastructure. They also held an acceptance meeting during which they listened carefully to reports on the construction and operational status of the three newly built berths. Based on the on-site inspection and expert review, the acceptance team concluded that the People's Government of Zhuanghe City has attached great importance to the acceptance process for the newly commissioned berths at Zhuanghe Port. The port’s inspection infrastructure and supporting facilities have been completed, and the necessary inspection equipment has been fully installed, essentially meeting the "National Standards for the Construction of Port Inspection Infrastructure" and satisfying the requirements of inspection operations. Moreover, the inspection personnel are fully capable of handling their current inspection tasks. Therefore, the acceptance team approved the successful completion of the acceptance process for the newly commissioned berths within the open area of Zhuanghe Port.
At the acceptance meeting, Sun Gongli stated that the Zhuanghe Municipal Party Committee and Municipal Government will earnestly implement the opinions and requirements put forward by the acceptance team, accelerate efforts to address shortcomings and weak areas, continuously improve the transportation network, and fully seize the favorable opportunity presented by the opening of the new berth. They will make every effort to develop Zhuanghe Port into a comprehensive regional port with an annual throughput capacity of 10 million tons, and establish it as a national-level import and export hub for strategic resources such as timber, agricultural products, renewable resources, and minerals. In doing so, Zhuanghe will make its due efforts and contributions to the high-quality development of the Belt and Road Initiative and the Liaoning Coastal Economic Belt.
