On July 28, the Zhuanghe Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) organized a joint inspection tour with members of the CPPCC Standing Committee and CPPCC members, in collaboration with the Municipal Commission for Discipline Inspection and Supervision, to examine our city’s efforts in improving the business environment. Yu Decai, Chairman of the Municipal CPPCC, and Vice Chairmen Tian Wenjiang, Liu Yuquan, and Guan Hongli attended the inspection tour. Relevant leaders and staff from the Municipal Commission for Discipline Inspection and Supervision also participated in the inspection. Cui Xiaodong, a member of the Municipal Party Committee and Vice Mayor, was invited to join the inspection tour.

For many years, the municipal Party committee and municipal government have attached great importance to the development of the business environment. With the goal of creating a market-oriented, rule-of-law-based, and internationally competitive business environment that is convenient to do business, characterized by sound rule of law, strong cost competitiveness, and an eco-friendly, livable atmosphere, they have continuously deepened the “delegation, regulation, and service” reform. For three consecutive years, our city has carried out “Business Environment Improvement Year” initiatives, and as a result, our city has been recognized for three straight years as one of the top 100 counties in the Saidi Business Environment (Investment Competitiveness) ranking.

On that day, the committee members conducted on-site inspections of the Municipal Administrative Service Center, the Litigation Service Hall of the Municipal Court, the Vehicle and Driver Management Service Hall of the Municipal Public Security Bureau, and the Convenient Service Center in Xuling Town. They also held a symposium at the Xuling Town Government Office. During the meeting, the municipal government briefed the committee members on the city’s efforts to optimize the business environment. Five committee members delivered speeches based on their previous inspections and research findings, offering constructive opinions and suggestions. Leaders from the Municipal Commission for Discipline Inspection and Supervision shared their insights on the work. Cui Xiaodong engaged in interactive discussions and exchanges with the committee members.

In his speech, Yu Decai pointed out:

Optimizing the business environment is crucial to our city’s economic and social development as well as the overall drive for deepening reform. Under the strong leadership of the Zhuanghe Municipal Committee of the CPC, the city’s CPPCC system must thoroughly implement the municipal committee’s work arrangements, leverage its functions to promote business environment optimization, and, through its members, establish platforms for communication between government and enterprises, thereby actively contributing the CPPCC’s wisdom and strength to help further enhance our city’s business environment.

Yu Decai emphasized:

We must remain people-centered, continue to deepen reform, and create an administrative environment that is both “efficient” and “convenient.”

We must strengthen the principles of “honest investment promotion, honest treatment of businesses, and honest retention of businesses,” and create a market environment characterized by “integrity plus compliance.”

We must uphold administrative governance based on the law and conduct affairs in accordance with the law, standardize administrative enforcement practices, intensify efforts to promote the rule of law, and create a rule-of-law environment that is both “safe and fair.”

To enhance the city’s aesthetic appeal and build a first-class social environment, we must strengthen the development of the city’s cultural “soft power” and create a social environment that is both livable and stable.

Yu Decai requested:

All CPPCC members should strengthen their sense of the bigger picture and their sense of responsibility, serve as effective advisors to the municipal Party committee and government, and strive to make greater contributions to the development of the city’s business environment.
