On June 30, Zhuanghe City held a meeting to welcome the dispatched cadres and provide work training, further aligning thinking, strengthening measures, and reinforcing responsibilities. The meeting aimed to fully leverage the role of dispatched cadres in providing assistance to villages (and communities), thereby laying an even stronger foundation for the coordinated promotion of rural revitalization and grassroots social governance. Shen Shoubó, Secretary of the Municipal Party Committee, attended the meeting and delivered a training speech focusing on the questions “Why,” “What to do,” and “How to do it.” Wang Zhiyong, a member of the Standing Committee of the Municipal Party Committee and Minister of Organization, presided over the meeting.
According to the unified deployment of the Dalian Municipal Party Committee, the selected cadres assigned to work in villages (and communities) in our city have now officially taken up their posts and are fully engaged in the practical efforts to serve grassroots social governance and rural revitalization. In this round, Dalian City and our city have jointly dispatched a total of 257 cadres from Party and government organs as well as state-owned enterprises and public institutions to work in villages and communities. Among them, 30 cadres were dispatched at the Dalian municipal level, while our city dispatched 227 cadres. Specifically, 117 cadres were assigned to villages as first secretaries, 70 cadres were assigned to communities as assistant secretaries of Party organizations or assistant directors of neighborhood committees, and another 70 cadres were assigned to communities for regular rotational assignments.
In his training speech, Shen Shoubó pointed out:
Sending cadres to work at the frontline is a pragmatic measure taken by the entire Party and society to promote rural revitalization. It serves as an important guarantee for accelerating Zhuanghe’s high-quality development and represents an effective approach to building a high-caliber, professional cadre team. All selected cadres must raise their political awareness, clearly understand “why” they are being sent, recognize their political responsibilities and glorious mission as dispatched cadres, and strengthen their sense of responsibility and urgency to achieve outstanding accomplishments. They must genuinely demonstrate loyalty to the Party, share its concerns, shoulder its burdens, and fulfill their duties conscientiously. They should strive to unite public sentiment with the Party’s heart and contribute to solidifying the Party’s long-term governance foundation.
Shen Shoubó emphasized.
We must strengthen our sense of responsibility and clearly define what we need to do. We should put into practice, through concrete actions, the important instructions of General Secretary Xi Jinping on “agriculture, rural areas, and farmers” work. Grounded in the realities of Zhuanghe, we should prioritize the comprehensive promotion of rural revitalization as the core focus of our work. We must make concerted efforts in the following key areas: strengthening Party building leadership, boosting industrial prosperity, fostering an ecologically livable environment, promoting civilized rural customs, enhancing effective governance, and ensuring a prosperous life for rural residents. By identifying the right points of focus, we can devote ourselves wholeheartedly to our work and steadily advance the cause of rural revitalization throughout the city.
Shen Shoubó emphasized.
We must broadly rally strength and master the “how to do it.” We need to carefully manage the relationships among theoretical study and concrete work, the selection of cadres and the roles of leading team members, management and service, the sending organization and the stationed organization, as well as style and discipline. By doing so, we can effectively enhance the targeted nature and timeliness of our work, and with high-quality capabilities, solid working styles, and outstanding achievements, make new and greater contributions to fully promoting rural revitalization and grassroots social governance.
At the meeting, representatives of previously and newly selected cadres delivered presentations sharing their experiences and making statements; representatives from the sending organizations also made statements; and representatives from the township (subdistrict) offices where the cadres were stationed made statements as well.
The meeting was held via video conference. Leading representatives from the sending organizations, leading representatives from the township (subdistrict) offices where the personnel were stationed, and representatives of the selected cadres attended the meeting at the main venue. Secretaries of the Party (Work) Committees and organizational committee members from each township (subdistrict), as well as the cadres selected for this round to work in villages (communities), participated in the meeting at their respective sub-venues in townships (subdistricts).
