I. Inspection and Quarantine Requirements for Incoming Travelers

According to the provisions of the "Law of the People's Republic of China on Frontier Health and Quarantine" and its Implementing Rules, passengers exhibiting symptoms or signs such as fever, chills, cough, shortness of breath, diarrhea, or vomiting—as well as those suffering from infectious diseases or mental illnesses—are required to proactively declare their condition to customs and undergo health quarantine.

Passengers experiencing the above-mentioned symptoms during the voyage should promptly report to the staff. Upon arrival, the staff will notify the customs authorities to carry out health quarantine procedures. Passengers arriving from yellow fever epidemic areas as designated by the World Health Organization are requested to proactively present a valid yellow fever vaccination certificate to customs.

 

II. Items Allowed to Be Brought In but Subject to Quarantine Declaration

1. Seeds, seedlings and other propagation materials, tobacco leaves, grains, and legumes (quarantine approval procedures must be completed in advance before importation);

2. Fresh flowers, cut flowers, dried flowers;

3. Plant samples, exhibits, and specimens;

4. Dried fruits, dried vegetables, pickled vegetables, frozen vegetables;

5. Bamboo, rattan, willow, grass, and wood products;

6. Companion pets—dogs and cats;

7. Human blood and its derivatives, microorganisms, human tissues, and biological products that are imported under license.

 

If you are carrying the items mentioned above, you should proactively declare them to Zhuanghe Customs and undergo quarantine inspection.

 

III. Procedures for Travelers Bringing Companion Animals—Dogs and Cats—into the Country

1. Each person is limited to bringing one item;

2. A rabies vaccination certificate and an animal health certificate issued by the official quarantine authority of the country or region of departure are required.

3. Upon entry, you must proactively declare your pet to customs. The quarantine period for dogs and cats is 30 days: after undergoing centralized quarantine at a designated location for 7 days, they must continue to undergo home quarantine for another 23 days.

 

IV. Items Prohibited from Being Brought into the Country

1. Human blood and its derivatives;

2. Fruits, peppers, eggplants, tomatoes;

3. Animal carcasses and specimens;

4. Soil;

5. Pathogens of plants and animals, pests, and other harmful organisms;

6. Live animals (excluding pet dogs and cats) as well as genetic materials such as animal semen, fertilized eggs, and embryos;

7. Eggs, hides and skins, bristles and hair, hooves, bones, horns, and antlers, fats and oils, animal meats (including offal) and their products, fresh milk, cheese, butter, cream, whey powder, silkworm pupae, silkworm eggs, animal blood and its products, aquatic animal products, and the like;

8. Genetically modified biological materials;

9. Used clothing.

If you are carrying the items mentioned above, you should proactively hand them over to customs officials for processing or place them in the designated disposal bin.

V. Legal Liability

Please conscientiously abide by applicable laws and regulations. For travelers who violate these laws and regulations, customs authorities will impose fines in accordance with laws such as the "Law of the People's Republic of China on Frontier Health and Quarantine" and the "Law of the People's Republic of China on Inspection and Quarantine of Animals and Plants Entering and Leaving the Country." If the violation is suspected of constituting a crime, the case will be referred to the judicial authorities for criminal prosecution in accordance with the law.
